Introduction
Punjab Small Industries
and Export Corporation Limited was set up in 1962 to assist small scale
Industries in the State and is mainly engaged in distribution of iron
and steel materials, development of infrastructure promotion of export
from small scale industries and marketing of products manufactured by
small scale units through a network of emporia. The Corporation is involved
in the following activities:

MAIN
ACTIVITIES OF THE CORPORATION
INFRASTRUCTURE DEVELOPMENT ACTIVITY:
INDUSTRIAL FOCAL
POINTS:
PSIEC has been acting as a catalyst for promoting industry in Punjab
Through development of industrial infrastructure, popularly known as
Industrial Focal Points (IFPS) of 50 acres to 500 acres in various important
industrial towns and cities.
A total of 7281 plots
of various sizes between 300 sq.yds to about 3 acres have been developed,
out of which 6796 plots already stand allotted.
The small and medium
industries set-up on these plots are contributing significantly to the
industrial production of the State besides providing employment to a
large number of unskilled, skilled and technical persons.
GROWTH CENTRE AT
BATHINDA & PATHANKOT:
To accelerate the industrial growth of the State and give a strong
impetus to the industrialization of particularly backward areas, two
growth centers have been allocated by the Govt. of India at Bathinda
and Pathankot, for which PSIEC has been retained as a nodal agency for
the development of these growth centers. The cost of these projects
is Rs. 37.43 crore for Bathinda and Rs. 31.00 crore for Pathankot. 400
acres of land each for Bathinda and Pathankot has been acquired and
basic development works are nearing completion.
EXPORT PROMOTION
INDUSTRIAL PARK:
It is centrally sponsored export promotion scheme over an area of
175 acres in Industrial Phase-VIII Dhandari Kalan. The basic development
works in EPIP are nearing completion and the plots have also been allotted
to the prospective entrepreneur during December,1996. This shall give
a big boost to export from Punjab.
AREAS UNDER DEVELOPMENT:
Development works in the industrial Phase-VIII, Dhandari Kalan and Phase-VIIIA, SAS Nagar, Mandi Gobindgarh,
Naya Nangal are nearing completion. Further the development works for
I.F.P. abohar, Mini Growth Centre at Tanda have also been taken up during
the year. Land for the Development of Industrial Phase-VIIIB,SAS NAGAR
has also been acquired and development work shall be taken up shortly.
Land acquisition is in progress for Samrala, Phagwara, Kapurthala and
Rubber Goods Complex, Jalandhar. About 10,000 plots of various sizes
would be developed in these focal points which would provide employment
to about the one lakh workers when fully developed.
NEW FEATURES:
With a view to provide world class infrastructure in the new focal
points, emphasis in all industrial estates shall be for development
of pollution free industrial for which the Corporation is planning to
install Common Effluent Treatment Plants. Besides, following additional
features will be added:
- Setting up of power sub station
and distribution network to enable the allottees to obtain power connections
instantaneously.

Providing of telephone
exchanges so that telecommunication facilities are immediately available.

Development of
housing facilities for workers/staff.

Setting up of
effluent treatment plants.

Setting up of
business centers equipped with meeting/exhibition halls, telecommunication
facilities,
-
banking and post
offices, cafeteria and recreation facilities.
To provide all these
facilities and bring them at par with world class industrial centers,
it is proposed to enter into joint ventures with private companies in
the field of infrastructure development.
PROVISION
OF RAW MATERIAL TO SMALL SCALE INDUSTRY
:
Procurement and distribution of essential raw
materials has been the main activity of the Corporation since its very
inception Steel and Pig Iron are procured from the main producers like
SAIL, IISCO, TISCO, RINL etc. and then distributed to Small Scale
Industries throughout the state for which the Corporation has a network
of Depots and steel yards.
A) GROWTH CENTRES AT BATHINDA & PATHANKOT:

‘The Tribune’ Press, M/s Hindustan Insecticide Ltd., M/s Bharat Petroleum
beside other major industries have come up at Bathinda and a unit of
M/s Pioneer Industry producing gulucone and starch has also come up
at Pathankot.
B)
EXPORT
PROMOTION INDUSTRIAL PARK:
It is centrally sponsored export promotion scheme over an area of 175
acres in Industrial Phase-III Dhandari Kalan. The development works
in the EPIP have been completed and plots have also been allotted to
the prospective entrepreneurs during December 1996. This shall give
a big boost to export from Punjab.
C)
AREA UNDER DEVELOPMENT:
Industrial Focal Point Phase VIII Dhandari Kalan, Phase VIII A&B,
SAS Nagar, Mandi Gobindgarh , Naya Nangal, Abohar and Muktsar have been
completed. Development works of IID Centre Tanda have also been completed.
The work of development of IFP Malout has not been completed but deferred.
TRADE INFORMATION CENTRE
PSIEC,
being a Nodal Agency for the promotion of exports has set up a Trade
Information Centre in its Head Office at Chandigarh comprising a well-equipped
library for offering various information services associated with international
trade to the Exporters, Industrialists & Entrepreneurs. This
centre is having a computerised link up with “ THOMSON DIALOG”
a US based company, facilitating instant on-line access to international
data bases. DIALOG is the largest and most comprehensive on-line information
service in the world with over 700 databases from broad range of disciplines.
Besides this, the center is having a library equipped with host of information
from various trade/publications, directories, exporters Encyclopedia,
research study reports, publications of IIFT in connection with export
and import trade. Also available are the KOMPASS INTERNATIONAL DIRECTORIES
which contain information about the products , their manufacturers,
exporters, distributors, stockiest as well as company name and address
EXPORTER’S ENCYCLOPAEDIA contains profiles of each country.
EXPORT
PROMOTION ACTIVITY:
1.
Nodal Agency: PSIEC is a Nodal Agency of Punjab Government for
promotion of exports and nominated agency for the implementation of
Central Government scheme known as assistance to State for Development
of Export Infrastructure and Allied activities (ASIDE). A State Level
Export Promotion Committee (SLEPC) has been constituted under the Chairmanship
of Chief Secretary; Punjab to approve the different Govt. projects under
the scheme. District level Export Promotion Committee (DLEPCs) have
also been constituted for this purpose. An expert group to formulate
State Export Strategy has also been constituted to boost exports. The
Corporation has already received a sum of Rs10.00 crores from the Govt.
of India under the ASIDE scheme during 2003-04, SLEPC during its 3rd
meeting held on 3.3.2004, approved assistance for different projects
worth Rs17.08 crore. PSIEC is making every effort to solve all type
of problems of the Exporters.
2.
Setting up an
Apparel Export Park at Ludhiana:
The Corporation has signed a joint Collaboration Agreement with APPEAL,
Ludhiana for setting up Apparel Export Park in joint sector at Ludhiana
with an estimated cost of Rs. 40 crore. A new company named Punjab Apparel
park Limited has been set up for implementation of the Project. Project
would be eligible for Central Financial Assistance as per Scheme of
the Ministry of Textiles, Govt. of India.
3.
Setting up Special Economic Zone in
Punjab:
With the approval of Punjab Government, PSIEC has already started process
for setting up of a Special Economic Zone in Punjab with World Class
infrastructure. Draft pre-feasibility report has been received
from consultant M/s Feedback Ventures and under consideration of the
State Government.
4.Seminars:
The Corporation is organizing various Seminars on Export Procedure and
Documentation WTO and New Regime Problems relating to the Central Excise
and Customs. Seminars on facilities provided by Exim Bank was also organised
from time to time. A seminar on export promotion from Punjab was held
in the month of August 2003 in collaboration with F.I.E.O. at Ludhiana
to resolve the grievances of exporters.
5. Participation in the IITF(Indian International Trade Fair):
On behalf of the Punjab Govt. PSIEC every year participate in the India
International Trade Fair to be held from 14th to 27th
November at Pargati Maidan, , New Delhi and different Govt. Departments/Manufacturers
of Punjab State display their products at Punjab Pavilion.
6. Participation in International Trade Fair:
The Corporation is playing a coordinating role for participation of
exporters/manufacturers in the international trade. Recently, the Corporation
has sponsored a delegation of Manufacturers/Exporters of Engineering
Goods from Punjab, for marketing their products to South American countries
like Brazil, Peru, Venezuela and Columbia Paraguay and Chile etc. in
June 2003.
7. Setting up Petrol Pumps in the focal points developed by the PSIEC:
With the approval of Principal Secretary, Industries and Commerce, Punjab,
the Corporation has allotted 13 petrol pumps sites to different oil
companies in the already developed focal points, which will be run by
the Corporation itself. Oil companies are further taking up the matter
for getting N.O.C. issued.
